I think the reason an instrument is considered a national instrument of any country is not that it was necessarily invented there, but that it has historically been popular there.

panflutes were found all over the world, but the one Zamfir is using, is romanian style. Worldwide panflute is considered as Romanian national instrument. (just like guitar in spain...)
